public class FormattableFlags
FomattableFlags are passed to the Formattable.formatTo() method and modify the output format for Formattables.  Implementations of Formattable are
 responsible for interpreting and validating any flags.

 This flag corresponds to '^' ('\u005e') in the format specifier.
